漁護署未妥善處理流浪貓 星島日報 – 2012年2月23日
申訴專員公署批評漁護署未有妥善處理流浪貓對環境及衛生造成滋擾的問題，只將責任推給推行流浪貓護理計劃的動物機構。公署又批評漁護署未有評估受政府資助的動物機構推行流浪貓「捕捉、絕育、放回」計劃的成效，對公帑運用態度輕率。公署在2010年接獲投訴指，漁護署沒有捕捉流浪貓，對環境及衛生造成滋擾。公署認為，雖然漁護署將有關地區的貓隻護理工作交給一間動物福利機構處理，但當局有責任與有關機構加強溝通及合作，以及與其他部門合作處理衛生問題。
公署又批評，漁護署未有檢討有關計劃的成敗，對於公帑的使用態度輕率，處事粗疏，令人失望。
公署建議，漁護署要全面檢討貓隻護理的計劃成效，加強對飼養寵物人士的宣傳及教育。

回覆刪除There is no transparency of what kind of arrangement, sub-letting, tendering-out, or delegation of works, have taken place between 漁護署 and 動物福利機構.
No way can we comment. What scope of services should be provided by this 動物福利機構 at what fee scale as remuneration/ reward, we have no idea.
Is there maladministration? We do not know.
Even if there is, maladministration, it is not a subject for our studies.
I also assume that what kind of ethical standard for treatment of cats or other pets should be a subject for education and research.
We cannot rely on administrative workers to catch loitering animals, dogs and cats, castrate them and then release them again.
To ethicists, this is ignorance without humanity, and should be reprimanded. This is not the proper way to 護理.
When neglected pets are found loitering outside as nuisance, it already implies man's failure to uphold relevant ethical standard of due care and love of animals.
Vicky 的問題是流浪貓出現的問題能否因為特區政府加強對飼養寵物人士的宣傳及教育而改善。Vicky 有此一問，是因為根據提供的新聞交章，(申訴專員)公署建議，漁護署要全面檢討貓隻護理的計劃成效，加強對飼養寵物人士的宣傳及教育。
回覆刪除如申訴專員建議的「宣傳及教育」涉及動物倫理與道德的內容，那 Vicky 的問題便頗具哲學意義，因為「道德」能否或是否須要透過教育傳授一直是哲學家熱烈爭論的問題。
假如「道德」不能透過教育傳授，那麼申訴專員建議漁護署加強對飼養寵物人士的宣傳及教育，便可能是多此一舉的了。
